Lamberto Zannier, the new Secretary-General of the Organization for Security and Cooperation in Europe (OSCE) told an IPI audience on September 23rd that one of the questions he has been asked since assuming his post on July 1st was why the OSCE was needed when Europe already has the European Union and NATO.

“The United Nations needs to improve the way it does peacebuilding because it will soon be called on to build peace in a number of countries, including Libya, South Sudan, Somalia, and maybe Syria," said IPI President Terje Rød-Larsen at the European Forum Alpbach, which took place in the Tyrolian Alps from August 28-30th.

Nations and states seldom overlap. As a result, map lines delineating statehood can become blurred by bloodlines of nationhood. People sharing the same ethnicity may live on different sides of the border: some in the “motherland,” where they are a majority, and others in a neighboring state where they are a minority.

On July 14th, the IPI Vienna Office launched a new book entitled Peace Operations and Organized Crime: Enemies or Allies? The book, published by Routledge, is edited by Adam Lupel of IPI, and James Cockayne, formerly of IPI and now Co-Director of the Center on Global Counterterrorism in New York.

The 41st session of the IPI Vienna Seminar has just been held at the Austrian Diplomatic Academy, focusing on the subject, Coping with Crisis in Europe and Central Asia: Adapting to New Threats and Challenges.
